3rd International Forum of Blue Economy and Growth: Driving Innovation and Community Participation

From August 20 to 22, 2025, Anahuac University Cancun in Quintana Roo hosted the 3rd International Forum on Blue Economy and Growth, organized by the Mexican Institute for Research in Sustainable Fisheries and Aquaculture (IMIPAS), a branch of the Government of Mexico. This international gathering provided a key platform to explore sustainable models that balance economic development, social well-being, and marine ecosystem conservation.

A Comprehensive Vision to Address Ocean Challenges

The forum promotes a vision of the blue economy that integrates sectors such as sustainable fisheries, coastal tourism, responsible aquaculture, marine biotechnology, and renewable energy—always grounded in a strong ecological conservation approach. Its objectives focused on fostering innovation and collaborative governance among governments, academia, the private sector, and civil society, with core values of sustainability, equity, transparency, and environmental justice.

Incorporating the Voices of Ocean Stewards

Pepe Funes, Saving Our Sharks President,  was invited as keynote presenter to share the progress and results of the Isla Mujeres Shark Initiative. His participation reflects the government’s and forum organizers’ recognition of the tangible impact on marine biodiversity regeneration and community empowerment of Saving our Sharks. By including these local voices in an international dialogue, the forum demonstrates a true commitment to an inclusive blue economy that values solutions emerging from coastal communities themselves.

Saving Our Sharks and the Kab Xok Cooperative: From Fishing to Protection

The fishers of the Kab Xok Cooperative, with support from Saving Our Sharks, made the voluntary decision to stop shark fishing, trading in their hooks for sustainable tourism practices and citizen science. Known today as “Masters of the Sea,” they have implemented acoustic monitoring, ecological diving, and ecotourism strategies that have contributed to the recovery of thousands of sharks.

This transition has been accompanied by significant community empowerment: fishers have obtained certifications in diving, biological monitoring, first aid, and responsible tourism techniques. This training not only enhances their economic opportunities but also turns them into key actors in marine conservation. A standout example of this transformation is Shark Safari, an emblematic initiative operated by the cooperative that offers unique snorkeling experiences with sharks in their natural habitat. On board an eco-friendly vessel designed to minimize environmental impact, visitors not only enjoy the beauty of the ocean but also receive education on the importance of protecting these apex predators, vital to the health of marine ecosystems. Shark Safari has created a sustainable economic alternative, replacing extractive fishing with an activity that promotes active conservation and instills community pride. Why Isla Mujeres Shark initiative Deserves the Spotlight at the Forum

  • A Replicable Model: The partnership between the cooperative and Saving Our Sharks shows how fishing communities can become ocean stewards, generating sustainable income while restoring biodiversity.
  • Measurable Ecological Impact: The projects have led to a noticeable increase in shark sightings, scientific reports, and the protection of critical habitats.
  • Multisectoral Collaboration: Their work integrates efforts from government, tourism, and academic sectors.
  • Social Equity and Local Development: The professional transformation of fishers into guides and community scientists demonstrates how an inclusive blue economy can directly benefit coastal communities.

The 3rd International Forum on Blue Economy and Growth serves as a vital space to ignite both global and local dialogue on how to harness the potential of the oceans within a sustainable, equitable, and innovative framework. The work of Saving Our Sharks and the Kab Xok Cooperative stands as a living example that the blue economy is not merely a theoretical concept, but a concrete force that transforms lives and protects marine life. These initiatives bridge traditional knowledge and marine science, strengthen coastal communities, and promote responsible fishing practices. Additionally, they foster sustainable tourism, protect marine ecosystems, and empower local fishers as guardians of the sea. This forum not only showcases best practices—it also drives collaboration among public, private, and community sectors, building a shared vision for a future where human well-being and ocean health advance hand in hand.
